Regression : Unable to end process from Task manager.

Issue description

Chrome Version:62.0.3169.0 (Official Build)(cohort: 60_78_win)1b5b36fd2dcb4fa11d6453da1189be00e9cc892d-refs/heads/master@{#490187} (32/64 bit)

OS: Windows (7,8,10).

Steps to reproduce:
1. Launch chrome, go to NTP.
2. Give Print command, Open Task manager from ‘Wrench icon > More tools’.
3. End Process for ‘Print: New Tab’.
4. Repeat step 2 and 3 and observe.

Actual Result : Unable to end process from Task manager on second instance.
Expected Result : Should be able to end process from Task manager on second instance. 

This is Regression issue broken in 'M-60' and will soon update the bisect info.

Correction in Chrome version : 61.0.3163.16 (Official Build) 742cbfe2e3f95476845193f35d4298335c22a522-refs/branch-heads/3163@{#97} (32/64 bit)

Note: Issue is not reproducible on Mac (10.11.6,10.12.3,10.12.5) and Linux (14.04 LTS) OS.

Able to reproduce the issue on Windows 7 using chrome latest Canary-62.0.3168.0.
Manual bisect info :

Good Build: 60.0.3102.0 -Revision-472262
Bad Build : 60.0.3103.0 -Revision-472587

As we are to run new bisect script for the above range, providing bisect info with old script.

You are probably looking for a change made after 472314 (known good), but no later than 472325 (first known bad).

Sorry for not taking a look earlier - I just got back from 4 weeks of paternity leave.  I currently don't have a Windows machine set up, but dcheng@ has kindly tried to repro this bug on the most recent Windows canary and the bug did *not* repro.  I am hoping that one of CLs from nick@ and/or cburns@ fixed this bug.

jmukthavaram@, could you please verify if this bug still repros on the most recent canary?

Thanks for the reply.

As per comment#3, tested this issue on Windows 7 using latest canary-62.0.3192.0.Seems issue working as intended as we are able to end process from Task manager on second & next instances.Hence adding TE Verified labels.

Thanks for verifying jmukthavaram@.  I'll go ahead and mark this bug as Fixed then.

Also - at this point I don't see a compelling reason to try and merge some fixes back into M61 branch.  Please shout if anyone disagrees.

Yes, I think this was fixed by cburn@ in https://chromium-review.googlesource.com/c/chromium/src/+/594308 (r491424) for  issue 749459 .
