1.6%-7.7% regression in webrtc_perf_tests at 19169:19169

Looks like there's a perf regression affecting VP9 performance on most platforms. Quality is down. Memory usage and dropped frames are up.

The revision points only to a chromium roll, which happens to include a libvpx roll:
