Regression: Unwanted dots are seen around dock options in Dev tools.

Issue description

Chrome Version:62.0.3169.0 (Official Build)1b5b36fd2dcb4fa11d6453da1189be00e9cc892d-refs/heads/master@{#490187}(64-bit)

OS: Mac(10.11.6, 10.12.3).

Steps to reproduce:
1. Launch chrome, go to Dev Tools, open Customize and control Dev tools menu.
2.Observe dock side options. 

Actual Result: Unwanted dots are seen around dock options.
Expected Result: Dots should not be seen.

This is Regression issue broken in M-62 and will soon update other bisect info.

Manual Bisect Info:
Good Build: 62.0.3167.0
Bad Build: 62.0.3168.0

Note: Issue is not seen on Win OS and Linux

Able to reproduce the issue on Mac 10.12.6 using latest Canary-62.0.3169.0.

DevTools: Fix a rendering glitch caused by #489558.

This CL sets border-radius:0 to DevTools toolbar buttons.
[1] made buttons having border-radius by default. DevTools needs to
adjust the style.
