Regression: Unwanted chopped border is seen around the icon in Add to desktop overlay

Issue description

Chrome Version:62.0.3169.0
OS:Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open any page[eg: F1 page] 
(2)Now click on Add to desktop from the wrench menu>> More Tools and observe

Actual: Unwanted chopped border is seen around the icon in Add to desktop overlay
Expected:No such border should be seen

This is a Regression issue broken in M-62

Able to reproduce this issue on Ubuntu 14.04 using chrome latest dev #62.0.3169.0. 
Add to desktop option is not seen in Mac OS.

Invoked all bad builds during per revision bisect for the above given range, so rebisected and providing the correct range below

I'm pretty sure this is a duplicate of  issue 737981  -- I'll verify when I get to my Linux machine.

Thanks for finding this! this does indeed have the same root cause as  issue 738517  -- the fix for that bug fixes this bug as well.
