Regression: Default focus line is missing in chrome://settings/searchEngines when zoomed to 25%

Issue description

Chrome Version:61.0.3163.16
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/searchEngines
(2)Zoom the page to 25% and observe


Expected:Default focus line should be seen when zoomed to 25%
Actual:Instead, it's not seen

This is a Regression issue broken in M-61

Manual Bisect Info:

NOTE: Issue is also seen in chrome://settings/content when adding any site in cookies etc.,

Able to reproduce the issue on Windows 7,Mac 10.12.6 & Ubuntu 14.04 using latest Canary-62.0.3168.0
Note: On Windows 7 & Mac - blue line is missing when page zoom to 33%
