[Findit] Flake Analyzer - Wrong culprit

Project Member Reported by lijeffrey@chromium.org, Jul 28 2017

Issue description

https://findit-for-me.appspot.com/waterfall/flake?key=ag9zfmZpbmRpdC1mb3ItbWVynwELEhdNYXN0ZXJGbGFrZUFuYWx5c2lzUm9vdCJpY2hyb21pdW0ubGludXgvQW5kcm9pZCBUZXN0cy80Mzg4Ni9iYXNlX3VuaXR0ZXN0cyBvbiBBbmRyb2lkL1JtbHNaVXh2WTJ0cGJtZFVaWE4wTGxWdWJHOWphMDl1VkdWeWJXbHVZWFJsDAsSE01hc3RlckZsYWtlQW5hbHlzaXMYAQw

In this case, the suspected culprit is the data point after a potential culprit that is already flaky. This is likely the lookback algorithm is determining the wrong culprit with an off-by-1 error somewhere

New pipelines/lookback algorithm doesn't have this problem, closing.
