[Forum Prestable] Fonts are appearing thin/faint in Chrome and Hangouts

The fonts are appearing thin in my hangouts, the settings in the chrome browser and in the google forum (like right here).

I tried: Updating,Reset, rebooting, uninstalling, zoom in, zoom out, clear cookies and cache since the beginning of time

It is very hard to read, chrome on my other computer is just fine for my work and home browser, but all the separate browser and incognito I have set up on this machine it is showing up thin.

Raising this as a monitoring bug as user said this also affects other browsers on affected machine.

No fonts managers or customization.
I ruled out all my extensions.

This may be related to  crbug.com/726631 .  Unassigning myself, since I can't work on the bug itself.  Added Needs-Bisect so the test team can take a look / bisect.

Unable to reproduce the issue on Win-10 using chrome latest stable #60.0.3112.90, chromium dev build #60.0.3112.0 and latest canary #62.0.3178.0.

Attached a screen cast and screenshots for reference.

Following are the steps followed to reproduce the issue.
------------
1. Launched chrome browser.
2. Navigated to chrome://settings and observed that fonts did not appear as thin or faint. 
3. Navigated to https://hangouts.google.com/ and messaged few lines. Observed that fonts did not appear as thin or faint. 

jainabhishek@ - Could you please check the screen cast and screenshots and please let us know if anything missed from our side.

Do you have any font manager software installed? What's your default OS font in windows? What's the default font configured to in Chrome?
