Issue descriptionOver the past few days I've noticed tryjobs on mac_optional_gpu_tests_rel frequently fail because capacity was exceeded. See https://luci-milo.appspot.com/buildbot/tryserver.chromium.mac/mac_optional_gpu_tests_rel/12923 from https://chromium-review.googlesource.com/588005/ as just one example. There are only 22 such machines in the Swarming pool and it's easy to imagine that just a few tryjobs which trigger webgl2_conformance_tests could schedule enough work to start causing timeouts. Since we don't care about passing WebGL 2.0 conformance on NVIDIA Macs I'm going to take these jobs off the mac_optional_gpu_tests_rel tryserver. They'll continue to run on the waterfall.

We don't have enough capacity to run these jobs, and passing WebGL 2.0 conformance on this configuration is a non-goal since Apple isn't shipping any such hardware, and because the drivers are far from passing the suite. They'll still be run on the chromium.gpu.fyi waterfall.
