Remove use of LayerByElementId in LayerTreeImpl::DidUpdateScrollOffset.

Filing bug for reference in spreadsheet to track this TODO:

I was able to remove it, got reverted, relanded, re-reverted, and now I'm going for gold in number 3.

I'm going to merge this into 743241 and update the spreadsheet.
