Fairly consistently, android is failing to boot on unified build images.

For example, this affected sand and reef in build 104:
https://uberchromegw.corp.google.com/i/chromeos/builders/reef-uni-release/builds/104

This has also been recreated on a local machine multiple times with pyro running reef-uni release.

When attempting to launch Play Store, a server communication error is generated, which seems potentially related.

Non-uni builds don't appear to have this issue also, so this may be a regression in unibuilds.
