3 layout tests failing on webkit win 7 (dbg) for a past N runs

also, for some reason, this bot doesn't seem to be showing up on the flakiness dashboard; I'll file a separate bug for that.

Actually, no I won't.. needs to be kept around so the owners of the tests can fix them?
