Scrolling does not work from chrome://history page

Issue description

Chrome Version: 61.0.3163.13
OS: Android N

What steps will reproduce the problem?
(1) Navigate to chrome://history.
(2) Put the phone in the headset
(3) Complete the DON flow.
(4) Try to scroll down using the controller.

What is the expected result?
Scrolling works

What happens instead?
Scrolling does not work

Note that clicking works, but not scrolling

In addition, the url bar is blank. Shouldn't the url bar display chrome://history/ ?

Is the scrolling issue related to  issue 696567 ?
Is the blank URL bar related to  issue 738583 ?
On blank URL - yes, we wanted to hide the URL on the new tab page, but this was done by hiding the URL on all native pages.  We probably shouldn't go that far.

I think we need to consult UX (and maybe security) on exactly what to do here.  Josh had filed  issue 691576 , which had closed as a duplicate.  I unduplicated it, and assigned it to UX to nail down exactly when we should show the URL.
