Non-Regression:Unwanted close icon is seen even after closing warning message in Downloads of Guest User

Chrome Version:60.0.3112.80/9592.71.0 Beta channel Daisy,Candy,Minnie,Peppy
OS: Chrome Os

What steps will reproduce the problem?
(1)Browser as Guest >> Open files app >> Click on cancel icon of Warning message about Temporary files and Observe.

Expected: On clicking on cancel icon,Warning message should close and cancel icon should not be seen.
Actual: Instead,Unwanted close icon is seen even after closing warning message.

This is Non-regression issue seen from M45.

Note: Issue is seen in latest M-62 as well.

Is this still occurring on the latest version? I actually can not get the warning to appear when logging in as a guest?

Able to reproduce the issue on latest M-72 dev  72.0.3626.5/11316.5.0 and on M-73 i.e. 
Unwanted close icon is still seen even after closing warning message.
Reopening this issue for confirmation
