Regression: Unnecessary 'Prefer this network' option is seen in Cellular page of chrome://md-settings

Issue description

Chrome Version: 60.0.3112.80/9592.71.0 Beta channel Daisy,Candy,Peppy,Quawks & Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Insert Mobile Dongle and ensure it is connected
(2)Now go to chrome://md-settings page -> At 'Network' click on Mobile data connection ->Observe unnecessary 'Prefer this network' option is seen(Please refer Screenshot)
(3)If 'Prefer this network' option is intended then there should be 'Known networks' link or 'Preferred Networks' link in Cellular page as we can see 'Known networks' link in 'Wi-Fi' page (Please refer 'PreferredNetworkInWi-FiPage'Video)

Expected: 
a)'Prefer this network' option should not be seen in Cellular page
b)If 'Prefer this network' option is intended then Network should be available under 'Preferred Networks' in 'Known networks' but whereas 'Known networks' option is seen only for 'Wi-Fi'

Actual: 
a)Instead Unnecessary 'Prefer this network' option is seen in Cellular page
b)No 'Known networks' link is seen in Cellular Page
c)After enabling 'Prefer this network' option no connected Cellular network is seen  under 'Preferred Networks' or in 'All Networks' list in  'Known networks' of Wi-Fi

This is Regression issue as  'Prefer this network' option is not available in chrome://settings

@stevenjb : Please confirm the Issue

Note:
1.Issue is seen on latest M-62 also
2.Issue is not applicable to Windows & Linux OS

This is WAI.

"Prefer this network" is not the same as "Known (WiFi) networks".

Ethernet & Cellular are *always* "Known".

By default, neither Ethernet or Cellular is "preferred" (Ethernet not being "preferred" is arguably a bug).

If a user wants to prefer Cellular over non preferred WiFi networks, they can enable this toggle.

We did not expose this in the old Settings, which was actually a bug.

As per comment # 1 
a)If 'Prefer this network' option is intended then Network should be available under 'Preferred Networks' in 'Known networks' list  whereas 'Known networks' option is seen only for 'Wi-Fi'

b)After enabling 'Prefer this network' option no connected Cellular network is seen  under 'Preferred Networks' or in 'All Networks' list in  'Known networks' of Wi-Fi

Status: WontFix (was: Assigned)
"Known Networks" os only for WiFi networks (and is specifically listed in the WiFi networks subpage). Cellular networks are not WiFi networks and should not be listed there, ever.

There is only ever one Ethernet or Cellular network.
