Regression: Separator line is missing in chrome://md-settings/content/cookies

Issue description

Chrome Version:62.0.3168.0
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
>Launch chrome and Go to chrome://flags and enable Site settings with All sites and Site details.
>Navigate to chrome://md-settings/content/cookies and Add a site in any section.
>Go to Site details and observe.

Expected: Separator line should be present in permissions section.
Actual:No Separator line is seen

This is a Regression issue broken in M-62

Thanks the report and bisect! This is intended though - we're getting behavior under #enable-site-details ready for launch, though #enable-site-settings won't be ready for quite a while.
