Regression: Squarespace pages that use smoothscroll may not scroll down after clicking on links.

Chrome Version: 62.0.3168.0 (Official Build) da2455bea333a5a4bfe61ba1fcfe9e325dc368e1-refs/heads/master@{#489803}(64-bit)

OS: Win(7,8,10), Mac(10.11.6,10.12.3,10.12.5), Linux(14.04 LTS).

Test URL: http://www.krazyroll.com/

Steps to reproduce:
1. Launch chrome, go to the above URL and click on links(Our story, Menu, Location) and observe.

Actual Result: Page does not scroll down on the specified link.
Expected Result: Page should scroll down. 

This is Regression issue broken in M-61, and will soon update other bisect info. 

Manual Bisect Info:

Using the per-revision bisect providing the bisect results,
Good build:61.0.3137.0(Revision:481056).
Bad build:61.0.3138.0(Revision:481386).

You are probably looking for a change made after 481206 (known good), but no later than 481208 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3168.0
Adding Release Block-Stable for this issue.Please remove if not the case.

This is a site issue, they explicitly are checking the user agent to find out which node to scroll.

They really should be using document.scrollingElement

Spoke to 'Rachel S' from customer care at Squarespace (which hosts this site) via chat. The support agent indicated it may be present on a few different sites and indicated it will be passed onto their experts. It was indicated a follow-up via email when the issue has been addressed.

Your bug is labelled as M61 Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP.

Know that this issue shouldn't block the release?  Remove the ReleaseBlock-Stable label.
