Regression:Blue highlight overlaps on text 'Waterfall in Network section after docking devtool to separate window

Issue description

Chrome Version: 62.0.3168.0 (Official Build)da2455bea333a5a4bfe61ba1fcfe9e325dc368e1-refs/heads/master@{#489803}-32/64 bit
OS:  Win(7,8,10), Mac(10.12.3, 10.11.6), Linux(14.04 LTS).

Steps:
1. Launch Chrome, open devtools on NTP and go to Network section
2. Reload the page, scroll the recorded entries up and down and then dock devtools to separate window
3. Perform step 2 twice and observe

Actual: Blue highlight of readings is misplaced and overlaps on text 'Waterfall' after step 3

Expected: Blue highlight of readings should not overlap on text 'Waterfall' after step 3 

This is regression issue broken in M-56, will soon update the bisect info.

Good build: 56.0.2911.0
Bad build: 56.0.2913.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2911.0(Revision:430171).
Bad build: 56.0.2913.0 (Revision:430459).

You are probably looking for a change made after 430357 (known good), but no later than 430358 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

This might still be visible, however all of this logic is changing in a patch in a few weeks and since this is a minor visual bug I am going to hold off since this problem should not exist after I land this major change.
