border-style:dotted in large element cause performance issues "jank" while scrolling

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. go to https://tweakers.net/nieuws/126539/minder-nederlanders-downloaden-films-en-series-illegaal-dan-vier-jaar-geleden.html#reacties 2. scroll down through the comments 3. notice that scrolling is laggy 4. using devtools change the border-left-style on #reacties #reactieContainer to e.g. 'dashed' 5. notice that scrolling is now much more smooth What is the expected behavior? Scrolling should always be smooth, regardless of the border-style used. What went wrong? This seems to have regressed somewhere in the latest chrome version. We use the dotted border-style already for a very long time and this never before caused problems. Users reported this issue recently; see: https://gathering.tweakers.net/forum/list_messages/1783627 (in Dutch). Probably the OS and zoom/scaling level is involved. Most reporting users have Windows 10 and use scaling on OS-level or have a non-100% zoomlevel in the browser. Did this work before? Yes Probably version 58 Chrome version: 59.0.3071.115 Channel: n/a OS Version: 10.0 Flash Version: Note that we will soon change the border-style mentioned to 'dashed' on the page mentioned as a workaround for users now experiencing this problem.

Tested the issue on windows 10 & 7 using chrome M58 #58.0.3029.110 and latest stable M60 #60.0.3112.78 and observed similar behavior in both the chrome versions. Steps followed : 1. Set the windows DPI settings to default and chrome browser zoom level to 125%. 2. Opened the given "https://tweakers.net/nieuws/126539/minder-nederlanders-downloaden-films-en-series-illegaal-dan-vier-jaar-geleden.html#reacties" and scrolled down towards the comments and didn't observe any lag. Attached screencast for the same. @crisp-- Could you please check attached screencast and confirm us if we have missed any steps in reproducing the issue. And also please check in latest chrome M60 #60.0.3112.78 in a fresh chrome profile without any flags and extensions enabled and provide us your observations. Thanks!

Thanks for checking into this! I did some testing and found that I could only reproduce this issue when using scaling on the OS level; with scaling set to 125% and browser zoomlevel at 100% in chrome M59 the scrolling gets very sluggish and CPU is spiking. With scaling at 100% and zoom at 125% there is no problem. I also downloaded Chrome beta (M60) and am happy to inform you that the problem doesn't seem to be present in that version anymore.
