Summary: FormatBlock crashes with -webkit-appearance (was: Null-dereference READ in blink::CompositeEditCommand::CloneParagraphUnderNewElement)
Lower to Pri-3 since real world usage of formatBlock command is low and -webkit-appearance is used for build-in elements.

ClusterFuzz testcase 5159253341110272 is flaky and no longer crashes, so closing issue.

If this is incorrect, please add ClusterFuzz-Wrong label and re-open the issue.
