Regression: Unwanted selection is seen for blank space after clicking on chrome://settings/passwords

Chrome Version: 62.0.3168.0 da2455bea333a5a4bfe61ba1fcfe9e325dc368e1-refs/heads/master@{#489803}
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3, 10.12.5)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/passwords
(2) Click beside the 'search' iron icon and observe.

Actual: Unwanted selection is seen for blank space after clicking .

Expected: No such a selection should seen.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range 
Good Build: 61.0.3132.0

[MD settings] avoid selecting spacing around sub-page search

This CL makes the sub-page search control unselectable outside of the
input field. The text within the input field is still selectable.
