Chrome OS shelf visible in fullscreen

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9460.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.134 Safari/537.36
Platform: 9460.73.0 (Official Build) stable-channel panther

Steps to reproduce the problem:
1. Load a page (even internal chrome:// page)
2. Press the fullscreen button (F4)
3. Observe that the shelf is still visible at the bottom of the screen, hiding part of the webpage content.

What is the expected behavior?
Shelf should disappear in fullscreen mode.

What went wrong?
See attached screenshot.

Did this work before? Yes Chrome OS 58

Chrome version: 59.0.3071.134  Channel: stable
OS Version: 9460.73.0
Flash Version: Shockwave Flash 26.0 r0

How in the world did this bug sneak through into the stable release channel?  You've GOT to be joking!

Note that this issue is also triggered when a webpage (e.g. Youtube) requests to go fullscreen.  It is obviously not ideal to have the shelf visible while trying to watch a video in fullscreen.

I can't reproduce this on ToT @ 61.0.3161 on my linux-desktop chrome os build.
I also can't repro on a 1st gen Pixel running 60.0.3112.50 beta.

Andrew, what might I be missing (besides testing that exact version)?
Can you try a second device or clean profile?

Can anyone else reproduce this issue?

Okay, so false alarm - going into a guest profile (which didn't show the issue) and then returning to my usual profile has seemed to fix the issue.  Interestingly, an earlier reboot had not cleared it, so the guest profile thing must have had an impact somehow.

Seems good, let's close it for now.  I'll comment again if the bug rears its head again.

Very strange issue!  Anyhow, thanks @msw for taking a look.
