Regression: Bookmark chip and name disappears when moved back to page after dragging to top

Chrome Version:62.0.3168.0
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and bookmark any page
(2)In chrome://bookmarks drag the bookmarked page to top and come back

Expected: Bookmark chip and name should be visible
Actual: Instead, it disappears

This is a Regression issue broken in M-62

NOTE: When the bookmark is dragged to top, the pointer changes to block and on bringing it back down it shows a blocked symbol in Windows

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Ubuntu 14.04 using chrome version #62.0.3167.0.
Issue is not seen in OS-Mac.
