Regression: Two separator lines are seen on Clear browser dialogue of chrome://settings

Issue description

Chrome Version:62.0.3168.0 (Official Build)da2455bea333a5a4bfe61ba1fcfe9e325dc368e1-refs/heads/master@{#489803}-32/64 bit
OS:  Win(7,8,10), Mac(10.12.3, 10.11.6), Linux(14.04 LTS).

Steps:
1. Launch Chrome and navigate to chrome://settings/clearBrowserData
2. Incase of square monitor resize the browser horizontally and observe

Actual: Two separator lines are seen on Clear browser dialogue

Expected: Two separator line should not be seen on Clear browser dialogue  

This is a regression issue broken in M-62, will soon update the bisect info

Good build: 61.0.3163.0 
Bad build: 62.0.3164.0

Able to reproduce the issue on Windows 7,mac 10.12.5 & ubuntu 14.04 using chrome Canary-62.0.3167.0.
Manual bisect info:
-------------------
Good build: 61.0.3163.0 -Revision-488528
Bad build: 62.0.3164.0 -Revision-488823

Per revision bisect info:
------------------------
You are probably looking for a change made after 488563 (known good), but no later than 488564 (first known bad).

The script might not always return single CL as suspectas some perf builds might  get missing due to failure.
