Navigating to fragment anchor doesn't cause scroll into view |

Issue descriptionChrome Version : 62.0.3164.0 OS Version: OS X 10.12.3 URLs (if applicable) : http://www.krazyroll.com/ What steps will reproduce the problem? 1. Click on the items in the top navbar What is the expected result? The page should scroll down to the section you clicked on What happens instead of that? Nothing The links on the top navigate to a fragment anchor (# in URL bar). Works in 60.0.3112.78

Able to reproduce the issue on the latest canary(62.0.3167.0) of Windows-10, Mac OS 10.12.5 and Linux Ubuntu 14.04. Regressed in M-61.
