Issue descriptionChrome OS: 9765.7.0 (dev build) Platform: 61.0.3163.13 Tested on caroline, cave devices What steps will reproduce the problem? (1)Goto Settings>Languages and input>Input method>Manage input methods (2)select checkbox US International (PC) keyboard (3)deselect the other language input What happens instead? 1. Chrome browser crashes 2. After repeatedly (around 3-4 times) executing the steps above (steps 1-3), System gets hanged. 3. Even after the device restart and try signing in, the system hang is persistent and comes back to the sign in page. Additional information: This happens specifically when you select 'US International (PC) keyboard' as the input and deselect the other input.

I made a mistake. https://chromium-review.googlesource.com/#/c/chromiumos/overlays/chromiumos-overlay/+/538914/ is created at June 17. I though it is submitted. Then I make the international PC item visible. Unfortunately, The CL still on pending. It's submitting for months. I am so surprised. Hopefully It can be submitted today.

When Settings Button app is configured to open as window, rather than as a tab, Chrome crashes every single time. When Settings Button opens settings in a tab, it works as expected, as does accessing settings from the ASH menu and using chrome://settings.
