Touchbar blinks

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
Open Chrome 60 on macbook 15 2016 with Touchbar. Load page. It blinks till the loading is over.

What is the expected behavior?
It should not blink!

What went wrong?
The new touchbar controls appeared with update 60. But the "Enter URL" element kind of blinks. At first I thought it was some kind of attracting behavior to the new feature. But it's still there after a whole day. As far as I noticed, it starts blinking when you're opening some url or even creating a new tab.

Did this work before? N/A
