High Sierra: Youtube video is pausing (~1 sec) with Min/Max screen

Issue description

Chrome: 62.0.3167.0
Mac OS X: 10.13 (17A315i)

Repro Steps:
=============
1. Launch chrome and navigate to youtube
2. Play any video and try to Min/Maximize the screen
3. Notice that, Video is getting paused with Min/Max screen

I am working on a bisect and update the bug shortly.

Same is the case with 'Netflix' video as well.

manoranjanr@ - you're talking about the video not playing while the window sizes up or down? The sound continues to play, correct? Please attach bisect info when you have a chance.

Correct, the sound continues to play though the video is not playing while the window sizes up/down.

This seems to be not a recent regression, M56#56.0.2924.76 (64-bit) also does exhibits the same behavior.

We currently don't support live video playing during the animation to enter/exit fullscreen.

What you're seeing is actually jank caused by a resize of the webview frame. [e.g. page needs a re-layout].
