[ChromeVox] Adding a second Read All key on the right side of the keyboard

Issue description

OS: Chrome

We should enable end users to change or add a second “Start reading” shortcut besides ChromeVox R.  Quote from user: "I serve Veterans who have lost fingers and even whole hands who need to be able to navigate web pages and perform “Read from here” commands without having to reposition or overstretch.  Ideally, they would enable sticky mode and then use the arrow keys for navigation and a nearby key to begin continuous reading." 

What if we could add Search + comma to trigger read all, in addition to Search + R?

I don't see how Search+comma would help; it seems worse because it would require two hands without sticky mode. With sticky mode, comma is indeed closer to the arrows, but it seems like we are over optimizing for one command. As an example, what about the headings shortcut (h and shift+h) which is really common for users to want to use on a lot of web pages.

For me, the most intuititve solution would be touch screen based (swipe right to go next, swipe down with two fingers to do a continuous read).

However, I do think we would need to better understand this user base and whether a more appropriate solution would be the combination of switch + ChromeVox.
