UI Bug - non-actionable menu items are treated inconsistently

Issue description

We're trying to choose a pattern for the media controls overflow, and discovered this issue. We don't have a consistent rule for greying out or removing non-actionable menu items (take a look at Chrome's primary overflow menu on pages like the NTP or chrome://flags to see the issue).

In Chrome Stable and in Chrome Home, we grey out non-actionable icons and we remove non-actionable list items. 


What do we do on Desktop? Is there an existing consensus for this pattern?
