Flash USB device enumeration returns empty list

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
1. Go to any site that uses Flash for audio/video
2. Flash returns no items
3. 

What is the expected behavior?
Displays available devices

What went wrong?
Regression this used to work

Did this work before? N/A 

Chrome version: 60.0.3112.78  Channel: stable
OS Version: Fedora
Flash Version: Shockwave Flash 26.0 r0

Seems there is issues where the Chrome won't prompt for camera/microphone and thus when flash prompts you to allow, there's no devices to show.

I tried forcing in Preferences and I managed to get one site to work but now it doesn't anymore. Inconsistent behavior.
