Scrollbars flash when entering / exiting selected state

Project Member Reported by weifangsun@chromium.org, Jul 26 2017

Issue description

Steps:
1. click a thumbnail to select a file
2. scrollbars in left panel and main window flash

expected: scrollbars are only shown when the user scrolls

This might be a known behavior (reproduced on M60 and M61).

The following revision refers to this bug:
  https://chromium.googlesource.com/chromium/src.git/+/ee5382487ea68bb880e9344fa558b38c402b9321

commit ee5382487ea68bb880e9344fa558b38c402b9321
Author: Naoki Fukino <fukino@chromium.org>
Date: Wed Oct 11 04:46:11 2017

Make sure that thumbnails/checkmarks on filelist have own stacking contexts.

When the opacity of thumbnails/checkmarks changes from 1 to non-1 value and vise
versa, the structure of stacking contexts changes and it causes the scroll bar
reappear.
This patch avoids the issue by ensureing the thumbnails/checkmarks have own
stacking contexts even when opacity is 1.
