Can't scroll left hand nav while doing drag and drop

Issue description

Steps:
1. select files (I grabbed some from Drive)
2. drag files toward left hand panel
3. try to scroll left hand panel to navigate to downloads folder (hidden)

scrolling does not have any effect

This might be a known behavior (reproduced on M60 and M61).
 
I confirmed the left hand panel scrolls if you place the mouse pointer near the top or bottom edges of the view (just like in the right hand panel).

Did you mean scroll by a mouse wheel while dragging an item, or by sliding touchscreen with another finger?

Yes - The action is that while dragging files (whether via mouse or touch), if the folder I want to drag to is below the screen in the left-hand navigation, then scrolling should be triggered.

I don't think we should implement this in the Files app. considering its difficulty and consistency of the behavior / codebase from those of Chrome.
AFAIK, at this moment Chrome doesn't support scrolling by wheel or swipe while dragging any item. Once Chrome supports such operation, the Files app. will automatically get it.

I assume it is possible to do so. But it needs quite a bit of refactoring and re-design and changing the flow of the event to support such a thing. Let's keep it in P3 until we see more demand.

Removing FileManager component, since this seems universal to ChromeOS, not just specific to the FileManager app.
