Browser width in non-maximized mode cannot be changed on the right edge

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
1. Maximize Chrome
2. Double blick title bar to un-maximize Chrome
3. Try to change Chrome's width on the right edge -> does not work.
4. Change height of browser
5. Now changing the width on the right edge works as well

What is the expected behavior?
Changing the width should work immediately. It is especially cumbersome for me if I test the responsiveness of web pages and cannot immediately change the width of the browser window.

What went wrong?
It does not allow me to change the browser's width immediately.

Did this work before? Yes Don't know.

Able to reproduce the issue on windows 10 using chrome version 60.0.3112.78  and 62.0.3167.0.
This is regression issue broken in M58.Please find the bisect information as below

Narrow Bisect::
Good::58.0.3004.0  --  (Revision 448183)
Bad :: 58.0.3006.0   --  (Revision 448862)
