Create test page which shows notifications and has sub scope

Investigating  Issue 739927  is kind of hard because it can only be reproduced with twitter which has a super duper weird service worker.

Unfortunately, we can't repro with https://tests.peter.sh/notification-generator/ because there are no pages other than https://tests.peter.sh/notification-generator/ inside the WebAPK scope.

I think that we can modify webapk-test.appspot.com/static/custom_service_worker/index.html so that there are multiple pages in the WebAPK scope
