Chrome Inspect Not displaying the WebApp . Only shows the Chrome Urls

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Connect an Android Device or Emulator
2. Open a Hybrid App and navigate till webview
3. Go to Chrome://inspect . Device showing but not the webapp

What is the expected behavior?
The webapp should show

What went wrong?
Webapp not showing

Did this work before? N/A 

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 10.0
Flash Version:
 
I am using latest Chrome 59.0 on Windows 10 .

I have connected 1 android device(Andoid 6.0.1) and 1 emulator (Andoid 4.4.2)

When I open any url on chrome in my devices and visit chrome://inspect in my desktop,I can see the links under my devices.

Like Below:

But when I open any hybrid app and go to its web view,I don't get any view in Chrome webview debugger.

Any clues why?

Note: The app is for testing purpose and the webview worked as expected earlier

@samaysimant -- Thanks for posting this issue. Could you please let us know on which application and screen you are facing this issue.

You can also try by updating your Chrome to latest stable #60.0.3112.101 and verify if the issue is still observed. If you can still reproduce, you can try by removing the other extensions and creating a new profile to verify if the issue still persists. Please let us know your observations.
