Steps to reproduce the problem:
when you hover your cursor over the avatar button, it should look the same as when you hover your cursor over the Minimize and Restore Down/Maximize button beside it.

Attached is a screenshot. On top is what the avatar mouse over looks like, and below that is what mouse over on Minimize and Restore Down/Maximize looks like. Also notice that the mouse over effect is too subtle when a Windows user has a darker title bar color
