Windows opened from a fullscreen window does not open in fullscreen

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3141.7 Safari/537.36 Steps to reproduce the problem: 1. Start chromium 2. Press F11 to fullscreen current window 3. Press Ctrl+N to open a new window What is the expected behavior? The new window should also be fullscreen What went wrong? The new window is not fullscreen Did this work before? Yes Chromium 59.0.3071.109 Chrome version: 61.0.3141.7 Channel: n/a OS Version: Linux blackcap 4.11.9-1-ARCH #1 SMP PREEMPT Wed Jul 5 18:23:08 CEST 2017 x86_64 GNU/Linux Flash Version: Shockwave Flash 26.0 r0 This stopped working with the 60 release of Chromium. Because I do not use tabs (I open a new window for everything), and do not use the address bar (I do all my web browsing with keyboard shortcuts)- this is very annoying to me. I am forced to either press F11 whenever I open a new window, or to downgrade to 59.

This problem is still present in `kiosk mode`, and when the `start-fullscreen` flag is passed. That is, both of the flags cause the first window to be fullscreen, but not new windows.

Able to reproduce the issue on Ubuntu 14.04,Windows 7 using chrome reported version-61.0.3141.7 ,Stable-60.0.3112.78 & Canary-62.0.3168.0. Observed that new window is not opening in Full screen mode when user open it from Full screen mode Same behavior observed from M45 builds. Hence marking it as Untriaged to get more inputs from dev. OP here. I ran Chromium 59.0.3071.109 (the version where I did not have this problem) with the `disable-extensions` flag, and found that it too does in fact have this problem. Sorry about the false report. The inconsistency between my chromium versions was caused by the `new tab new window` extension silently updating from version 3.2 to 3.3. After downgrading the extension chromium 61.0.3141.7 exhibits the desired behavior. Despite this being an extension related issue, I still think the inconsistency between windows/linux and mac should be addressed (see comment 4 and 5).
