Regression : Inactive User is in enabled mode at Uber Tray in Multiple sign-in screen

Issue description

Chrome Version: 60.0.3112.78/9592.68.0 Beta channel Daisy, Candy & Minnie
OS:Chrome

What steps will reproduce the problem?
1) Sign in to user -> logout -> sign in to another user -> Go to Uber tray -> click on user I'd and select 'Sign in to another user...' option
for Multiple sign-in
2)Now in First user click on Uber Tray -> Click on User Name and observe  Second User is in enabled mode(Please refer Screenshot)
 
Expected: Second User should be disabled at Uber Tray 
Actual: Instead Second User is in enabled mode

This is a Regression issue as issue is working fine in 59.0.3071.91/9460.60.0  Stable-channel Candy
 
Note: 
1.Issue is not applicable to Linux and Windows
2.Issue is seen on M-62 also

Summary: Regression : Inactive User is in enabled mode at Uber Tray in Multiple sign-in screen (was: Regression : Second User is in enabled mode at Uber Tray in Multiple sign-in screen)
Issue is seen for First User also i.e. 
click on second user at Uber tray -> Now Second user screen is seen -> click on Uber Tray and observe First User is in enabled mode

@sgabriel to confirm, but I believe this is WAI [1]. We only had the grayed out affect when we showed all signed-in users at the top-level of the System Menu. Now that we only show secondary accounts in a dropdown, we no longer needed that effect.
