Regression: I beam pointer is seen instead of drag pointer in chrome://bookmarks

Chrome Version:62.0.3167.0
OS:Ubuntu 14.04
What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://bookmarks
(2)Drag and hold the url and observe

Expected:Drag pointer should be seen
Actual:Instead, I beam pointer is seen

This is a Regression issue broken in M-62

Able to reproduce the issue on Mac 10.12.5 and Win-10 using latest chrome version #62.0.3167.0.
