Regression:Unable to select/deselect checkbox for second option of language list.

Chrome Version: 61.0.3163.13 (Official Build)6b33a795b0ff8c8938a640dbb7e8520f91572d3c-refs/branch-heads/3163@{#44} (64-Bit).
OS: Win(7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/languages
(2)Add any language for e.g. 'french',press tab key till it reaches iron icon of french lang
(3)Hit spacebar key to open list,press down arrow key and hit spacebar key to select checkbox
(4)Again repeat step 3 to select second checkbox(i.e offer to translate..), open list again and observe.

Actual: Unable to select/deselect checkbox for second option of language list. 

Expected: Should be able to select/deselect checkbox for second option of language list.

This is a regression issue broken in 'M57' and below is the manual regression range
Good Build: 57.0.2950.0 
Bad Build:  57.0.2952.0

Note: Issue not seen on Mac & Linux OS.

Able to reproduce the issue on Windows 7 using chrome latest Canary-62.0.3166.0.
Manual bisect info:
------------------
Good Build: 57.0.2950.0 -Revision-438011
Bad Build:  57.0.2952.0 -Revision-438707

You are probably looking for a change made after 438402 (known good), but no later than 438403 (first known bad).

dupe of  issue 719435 . It doesn't make a ton of sense to enable translating for the language you just made the new UI language, but still, we should probably honor the checkbox so the setting sticks even if you switch back to the original UI language.
