Regression:Unable to drop Bookmarked url chip in search field.

Issue description

Chrome Version:62.0.3167.0 (Official Build)(cohort: 60_78_win)5ad9ff6c130597b324fe94e4decc5a9c64b07218-refs/heads/master@{#489499}
OS:Win(7,8,10), Mac (10.11.6,10.12.6)

Pre-condition:
1. Enable Material Design bookmarks flag.
2. Bookmark 2-3 webpage.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://bookmarks/
2. Drag the bookmarked url such that chip is seen and try to drop in search field.

Actual: Unable to drop Bookmarked url chip in search field.
Expected: Dragged bookmark url chip should be dropped in search field.

This is regression issue, broken in 'M 61' and below is manual bisect:
Good build:62.0.3165.0
Bad build:62.0.3166.0

Note: 
1. Drag bookmarked url chip on omnibox and drag it back again on page, then chip/bookmarked url is not seen.
2. Will soon update Linux OS info.

Using the per-revision bisect providing the bisect results,
Good build:62.0.3165.0(Revision:488876).
Bad build:62.0.3166.0(Revision:489161).

You are probably looking for a change made after 488911 (known good), but no later than 488912 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3167.0
Adding Release Block-Stable for this issue.Please remove if not the case.

URGENT - PTAL.
Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the M61 branch #3163 ASAP to have enough baking time in Beta before Stable promotion. Thank you!

Know that this issue shouldn't block the release?  Remove the ReleaseBlock-Stable label.
