Regression:Unwanted changes are seen on NTP after using arrow keys for suggestion list of '.cls'

Issue description

Chrome Version:	61.0.3163.13 (Official Build) 6b33a795b0ff8c8938a640dbb7e8520f91572d3c-refs/branch-heads/3163@{#44}-32/64 bit
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Steps:
1. Launch Chrome, open devtools on NTP and go to Element section.
2. Click on '.cls',type letter 'g' in text field and press down/up arrow keys
3. Observe the NTP page 

Actual: Unwanted changes are seen on NTP after using arrow keys for suggestion list of '.cls'

Expected: No such changes should be seen on NTP after using arrow keys for suggestion list of '.cls' 

This is regression issue broken in M-59, will soon update the bisect info

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3065.0 (Revision: 439976).
Bad build : 59.0.3066.0 (Revision: 440547).

You are probably looking for a change made after 463103 (known good), but no later than 463104 (first known bad).

That's a live-update feature of 'cls' menu. This works as expected.
