click on OPTION (SELECT) drop down returns 0 for event.screenX

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Click on an OPTION inside the SELECT
2. Notice event.screenX is == 0

What is the expected behavior?

What went wrong?
It should be the screenX of the SELECT or the screenX of the OPTION.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 59.0.3071.115  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Tested on Chrome Stable #60.0.3112.78 & Canary #62.0.3166.0 on Windows 7 and Ubuntu 14.04 and able to reproduce the issue. 

This is a non-regression issue and able to reproduce from M-45 #45.0.2454.85. Marking it as untriaged so that issue gets addressed.

Note: Issue is not reproduced on Mac.
