Stroked SVG not rendered after scale transformed from 0 to 1 on Chrome

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: ***jsfiddle*** https://jsfiddle.net/qcnn13p5/1/ 1. add a stroked svg to the dom 2. apply scale 0 transform with js 3. apply scale 1 transform with js What is the expected behavior? the stroke is rendered when scaling back to 1. open https://jsfiddle.net/qcnn13p5/1/ in firefox, IE11, safari or edge. What went wrong? the stroke is not rendered when scaling back to 1 on chrome Did this work before? N/A Does this work in other browsers? Able to reproduce the issue on the latest canary(62.0.3167.0) of Windows-10, Mac OS 10.12.5 and Linux Ubuntu 14.04. Regressed in M-58.
