betty-nyc-android-pfq is constantly failing

It looks the device sometimes didn't back from reboot after each test.

- in Build #165, reboot after cheets_CTS_N.7.1_r7.arm.CtsAppUsageHostTestCases failed.
- in Build #164, reboot after cheets_CTS_N.7.1_r7.x86.CtsDramTestCases failed.


But I can't find any clue from the logs.
