"'tool' is not recognized as an internal or external command" while running `gclient sync` in an old-ish client (last synced a month ago or so)

'tool' is not recognized as an internal or external command,
operable program or batch file.
Syncing projects: 100% (83/83), done.

No idea, maybe try running with "-vvv" and see if there is any useful information?

There are no hooks directly in src.git/DEPS which would give rise to this, and I don't see anything from the last ~2 months that would have either.
