GRC: add README.md for documentation

It would be good to have documentation that covers:
- the different types of coordination units
- what properties can be set on which coordination units (until  issue 748728  is resolved)
- there is no expectation of trust (data can be corrupt or malicious)
- what the coordination unit ID is

And probably other interesting topics, but this is just a starter list.
