High Sierra: Black tab strip for a new chrome window

Issue description

Chrome Version# 60.0.3112.78 (Latest Stable)
Mac OS X: 10.13 (17A315i)

Repro Steps:
=============
1. Launch Chrome browser
2. Open couple of new chrome windows using Cmd+N
3. You see tab strip of new chrome is 'Black'

I am not seeing this issue on Latest Canary#62.0.3166.0 for the same machine.

Hi manoranjanr@. Can you still reproduce this on the current Canary (62.0.3175.0)? I haven't been able to.

sdy@, As per the report (c#0), this is only happening on M60 chrome. (i.e On Latest Stable#60.0.3112.90 as well).

This issue doesn't exists on M61 & 62 channels includes Canary.

Oh, sorry I missed that. In that case, this has the same root cause as  issue 730679 , and I think it's safe to close.
