PartitionAlloc should tag anonymous mmap allocations on Android

After mmapping anonymous memory on Android, we can call prctl with
PR_SET_VMA_ANON name to tag the allocation. This tag will show up in
showmap, making it easier to attribute memory.

Another BTW - I think V8 already does some sort of attribution on macOS, so there is a precedent.
