Currently dialogs like pack-dialog or load-error dialogs are permanently in the dom-tree and only do show/hide() when interacted with. 

We can probably wrap it in a dom-if and restamp, so it doesn't sit in the dom when unneeded. 

This will also fix an issue of property values not resetting when the dialog is closed/reopened.
